Great Valley Town Board Meeting
Organization Meeting for 2009

The Great Valley Town Board held their organizational meeting on January 12th commencing at 7:PM. at the Great Valley Town Hall with the following members attending.
Supervisor- Dan Brown; Council Members – Ted LaCroix – Gary Howe – Lori Finch – Ann Rockwell; Highway Superintendent – Jack Harrington; Attorney – Ron Ploetz; Code Enforcement Officer – Rob Germain; Absent – Town Assessor Jeff Forster

Supervisor Dan Brown called the meeting to order at 7:05 PM dedicating it to Gertrude Raether whom recently lost her husband.

A motion was made and agreed on to accept the minutes from the December 2008 Town Board meeting.

Salaries for 2009
Supervisor – 11,000 annually paid monthly
Town Clerk/Tax Collector – 15,400 annually paid bi monthly
Town Justice (2 @ 8,075. each) 16,150 annually paid monthly
Council Members – (4@ 1,800 each) 7,200 annually paid semi annually
Highway Superintendent – 50,272 paid bi monthly
Code Enforcement Officer – 11,975 annually
Assessor – Jeff Forster – 17,000 annually

Town Hall Custodian – Charlene Nannen – 11.50 per hour
Youth Instructors – 8.50 per hour
Youth Program Aids – 7.15 per hour
Summons Officer– 15.00 per summons plus .40 per mile
A motion was made and passed to grant all full-time highway employees a 3% increase.

Resolutions

The following resolutions were read by the Town Clerk and adopted by vote as follows:

Resolution 1 – 2009 Budget Transfers
Resolved that the Town Board of the Town of Great Valley authorizes the Supervisor to make any and all budget transfers and increases from excess current year revenues at the 2008 year end board meeting and are to be reported at the next regular board meeting.
Adopted Vote: 5 yes 0 no

Resolution 2 – 2009 Paying Bills and Investing Money
Resolved that the Town Board of the Town of Great Valley authorizes the Super visor to pay bills before the regular board meeting to save interest charges and invest moneys at his discretion
Adopted Vote: 5 yes 0 no

Resolution 3 - 2009 Minutes
Resolved that the Town Clerk will submit a copy of her minutes seven days after any board meeting of the Town Board of the Town of Great Valley to the Supervisor and each Town Board Member
Adopted Vote: 5 yes 0 no

Resolution 4 - Youth Program
Whereas, it is necessary to make application to the Cattaraugus County Youth Bureau/New York Office of Children and Family Services and
Whereas, it is necessary for the Chief Executive to sign for the Town of Great Valley now, therefore, be it.
Resolved that the Town Board does hereby authorize the Supervisor of the Town of Great Valley, to enter into agreements with the Cattaraugus County Youth Bureau/New York State Office of Children and Family Services to run youth programs for the 2009 program year ending December 31, 2009.

Resolution 5 – 2009 Registrar Fees
Resolved that the Registrar’s salary is included with the Town Clerk’s wages and that all money collected by the registrar is the property of the municipality.

Resolution 6 – 2009 NYS Retirement
Resolved that the Town Board establishes the following as a standard workday for elected and appointed official for the purpose of determining days worked reportable to the New York State and Local Employee’s Retirement System
Elected Officials
Supervisor, Councilperson, Town Clerk/Tax Collector
Five day work week, six hour day
Superintendent of Highways
Five day work week, eight hour day
Appointed Officials
Members of Board of Zoning Appeals, Members of Planning Board
Five day work week, six hour day.

Resolution 7 – 2009 Working Highway Superintendent
Whereas, the Town of Great Valley’s 2008 budget envisions the reduction of one worker for the Town of Great Valley Highway Department and,
Whereas, the salary for the Great Valley Highway Superintendent has been budgeted to provide for a full time working superintendent.
Therefore, be it
Resolved by the Town Board of the Town of Great Valley the Highway Superintendent for the Town of Great Valley will hence forth be expected to work, on an average, the same amount of time each week as a full-time Town Highway Employee, and if the Highway Superintendent is unable or unwilling to do so, the salary for the position will revert to 35,000. per year.

Procurement Policy
Resolved that the Town Board reviewed the Town of Great Valley’s Procurement Policy and will adopt the same.
Adopted Vote: 5 yes 0 no

Investment Policy
Resolved that the Town Board reviewed the Town of Great Valley’s investment policy and will adopt the same.
Adopted Vote: 5 yes 0 no

Code Enforcement
Code enforcement officer Rob Germain updated the board members on recent building permits issued. There was also discussion on the need to raise permit rates to help offset the cost of running the code enforcement office; rates in Ellicottville were used as a guideline for the proposed increases.

911 Signs
Supervisor Brown mentioned the 911 signs will be in place sometime during 2009, estimated cost as per the June 9, 2008 meeting is estimated at 15,000.

Members selected to serve on the ZBA as follows:

The next Town Board Meeting will be held on February 9, 2009
